Skulls of the Serpent
Composed of notorious insurrectionists, the Freeman’s Brotherhood works throughout Eleder, particular in the regions outside of the city walls, distributing funds and food where they are needed. Within this region, its members enjoy the status of folk heroes and are highly recognizable to the general populace, though none would ever reveal their identities to those outside of the slums. The Brotherhood maintains no specific location, but instead moves throughout the district, relying on the efforts of community members to provide them with shelter and meeting places.
The Brotherhood’s primary goal is to instill terror in the hearts of foreigners, merchants, and others they believe stand behind the slave trade and the social injustice observed throughout Sargava. To this end, the Freeman’s Brotherhood engages in any manner of operation that it believes will work toward this end, including arson, kidnapping, and assassinations. In these operations, the Brotherhood does not discriminate between foreigners aligned with the government of Sargava and those working against it. All foreigners, according to the Brotherhood’s manifesto, are valid targets. Where the Brotherhood is considered to be freedom fighters by many of the down-trodden natives of Sargava, it is considered an illegal terrorist organization by the ruling class.
